Environmental Quality Advisory Committee

The task of the Environmental Quality Advisory Committee is to provide solicited and unsolicited advice to the municipal executive about heritage in the municipality. Applications for an environmental permit relating to a national or municipal monument are submitted to the Environmental Quality Advisory Committee for advice in accordance with legislation and the municipal heritage ordinance.

The Environmental Quality Advisory Committee advises on the basis of preserving the monument. This does not mean that nothing is possible; indeed, preservation often occurs through good use of the monument. The municipality attaches great importance to preliminary consultations. Initiators are therefore advised to consult with the Environmental Quality Advisory Committee at an early stage, i.e. before submitting a permit application. This is a preliminary consultation. In a preliminary consultation, the Environmental Quality Advisory Committee can alert the initiator to possible (im)possibilities and help think of solutions/thinking directions. This often saves time and costs. The permit application process can thus be shortened. A value-adding building archaeological survey in which the building is valued is often requested. This survey forms the basis for assessment and advice and is used as a starting point for design. A site visit can also form part of the advice.

The consultation is public and alternates between physical (at the town hall in Gemert) and digital (via Microsoft Teams). State Department of Cultural Heritage

The National Cultural Heritage Agency also has a duty to advise. If an extensive procedure is involved, the National Cultural Heritage Agency must be asked for advice. The State Service does this on behalf of the Minister of Education, Culture and Science. This obligation to advise applies to radical changes to national monuments such as:

  • repurposing;
  • (partial) demolition;
  • reconstruction;
  • major restorations and renovations;
  • altering a protected parkland or new construction in a protected
  • landscaping.

Province of North Brabant

Is the national monument located in the outlying area? Then, in addition to the Environmental Quality Advisory Committee and the National Cultural Heritage Agency, the province must also give an opinion.
