Draft Gemert-Bakel environmental vision available for inspection

From September 9, 2024, the draft of the Environmental Vision 'Samen slim de toekomst in' will be available for inspection for 6 weeks. The draft describes what the living environment of the municipality of Gemert-Bakel will look like in 2040. Many residents, companies, partners and agencies have been involved in the preparation of the vision. All residents now have the opportunity to respond to the draft. The vision can be viewed until October 21, 2024.

With the environmental vision, the municipality of Gemert-Bakel, together with residents, sets a dot on the horizon for the future living and working environment. The environmental vision describes what the cores and the outlying area will look like in 2040. Residents, businesses, partners, agencies and the municipality of Gemert-Bakel together provide a vision for a vital and future-proof Gemert-Bakel. The vision focuses on two ambitions: vital cores and future-proof outlying areas. We want to realize these ambitions within the next fifteen years.

Do you have any comments on the draft environmental vision? Then you can send a reaction to the municipal executive of Gemert-Bakel. You can do this digitally by sending an e-mail to gemeente@gemert-bakel.nl. Or by mail to P.O. Box 10.000, 5420 DA in Gemert. After the public inspection period, the public comments will be collected. It is possible that this vision will be modified on the basis of the responses received. The municipal council will decide on the environmental vision in early 2025. The council thus gives direction and the starting signal to work on the future of Gemert-Bakel. What is an environmental vision?

What is an Environmental Vision?

The Environment Act requires municipalities to prepare an Environmental Vision (before January 1, 2027). An environmental vision is a policy instrument that gives direction to the future of the municipality. We find it important that everyone in our municipality can live, work and stay in a pleasant way. The environmental vision therefore contains the ambitions and policy goals for the physical environment of the municipality. It outlines how the municipality of Gemert-Bakel will develop towards 2040 and how we will cherish and protect our environment. The environmental vision addresses the relationship between space, water, environment, nature, landscape, traffic and transportation, infrastructure and cultural heritage. The environmental vision covers the entire territory of the municipality. It replaces the structural vision. The municipal council adopts an environmental vision.

How does the Environmental Vision for Gemert-Bakel come into being?

Step by step, we are developing the Environmental Vision for Gemert-Bakel together with residents, village councils, entrepreneurs, (social and professional) organizations, the province, the water board and other partners. We collect all kinds of insights from our residents about what Gemert-Bakel should look like in the future in different ways (through Data Analysis, Citizen Panel/questionnaire, Summer Tour in all parishes and Co-creation sessions). The Gemert-Bakel Environmental Vision consists of three parts:

The Environment Vision is one of the core instruments in the new Environment Act. It gives direction to the desired long-term quality of the physical living environment.

The course document contains the relevant themes for Gemert-Bakel's Environmental Vision:

Part 2 contains the building blocks for Gemert-Bakel's Environmental Vision: Vital Cores & Future-proof Outlying Area. The building blocks form the agenda and, together with the course document, the starting point for the final step to arrive at the Environmental Vision: the area-specific elaboration. Part 3 - Area-based elaboration

Part 3 is the area-oriented elaboration: for each core and the surrounding rural area we are working towards a clear perspective for the future of the (physical) living environment. To this end, discussions were held in all villages with village councils, residents and other organizations involved. We also held three co-creation sessions with village representatives, interest groups and cooperation partners such as ZLTO, Water Board Aa and Maas, GGD and Province of North Brabant. On December 20, 2023 was the last co-creation session which focused on this question: "What developments, tasks and opportunities do you see for the outlying area of our seven villages?". The outcomes of all these sessions are currently being translated into the 'area-specific elaboration'.

For Gemert-Bakel's environmental vision, area-based plans for the cores were developed in three co-creation sessions (September 28, October 26, December 2023). This document provides an overview of the map images discussed and the changes made per session. The themes were: outdoor area, traffic, facilities, living, working, climate, recreation and tourism.

What will the Environmental Vision soon mean for Gemert-Bakel?


Once the Environmental Vision is adopted, it will guide our agreements on developments in our municipality. These include new housing, places to do business, agriculture, energy, nature, recreation, traffic & transportation and health. The choices that are made in the Environmental Vision will affect the environmental plan, programs and environmental permits.
