Instruction text: Based on Article 2:25 of the General Local Bye-Law (APV), it is prohibited to organize an event without or in derogation of an (event) permit from the mayor. If you want to organize an event that is open to the public, you may have to apply for a permit. Use the questionnaire below to find out whether you need to apply for a permit or whether a notification is sufficient.

Permit-free event explanation

If your event meets the description below, you probably do not need a permit. You as the organizer of a permit-free event are required to report the event to the municipality. The municipality notifies all emergency services (Police, Fire Department, GGD ambulance) of the event. When you make this notification to the municipality, we will give you some guidance that you can apply to the event.

  • Maximum of 150 visitors and/or participants
  • Maximum noise level of 60 dB(A) and 80 dB(C) when indoors and 75 d(B) and 90 dB(C) when outdoor/tent
  • No through roads will be closed
  • No alcoholic beverages are available for any kind of payment
  • End time maximum 00:00 (Sunday through Thursday night) or 01:00 (Friday, Saturday night or national holiday)
Event permit application

An application for an event permit is not processed until it is complete. Please pay close attention to this, otherwise the procedure will be delayed!

At a minimum, a complete application has the following information/documents:

  • A complete application form

You should include several attachments if applicable:

  • Program/schedule of activities
  • Sound/music program; house rules
  • Copy of valid firearms permit, e.g. for king shooting
  • A route map with street names (in case of a bike race or parade)
  • Floor plan of: all tents, objects/terrain with drawn therein:
    • Floor plan (all furniture such as market stalls, chairs, portable toilets, checkroom, cash register, tables, tapping points, etc.), and the following.
    • Dimension indication of the spaces, tents, stages
    • Size indication of free passage width of (emergency) exits
    • Location of fire extinguishers
  • Escape sign
  • Drawing stages, bleachers and canopies
  • A clear situational drawing showing all objects such as tents, tapping points, baking and roasting establishments, parking lots, bicycle racks, camping areas, etc.
  • Tent canvas certificate (copy)
  • Instruction statement traffic controllers

  • Landowner agreement statement
  • Communication letter/residents/neighborhood/entrepreneurs

Nature Protection Act

We would like to draw your attention to the possibility that the event may violate rules from the Nature Protection Act. The province is the competent authority for this. We advise you to have a quick scan of flora and fauna carried out and to contact the province about this, because you may need an exemption.

Duty of Care

Even if you do not need an exemption, you must still comply with the duty of care under the Nature Protection Act. This means that you must always treat nature with respect and strive to disturb it as little as possible. Whether protected species are involved or not.

Environmental Permit

We would also like to draw your attention to the possibility that the location of the event may conflict with the zoning plan and, in addition to the event permit, you may need to submit an application for an environmental permit for planning conflicts. What should I consider when organizing an event?
How long in advance to apply?

The table below shows which category your event falls into. If your event falls under category A1 to A3 and B1, then you need to apply for an event permit at least 13 weeks before the start of the event. If your event falls within category B2, B3 and C, then you need to apply for an event permit at least 26 weeks before the start of the event.

When will you hear from us?

At least six weeks before the start of the event for which you need a permit, you will receive the decision on your application. We will respond as soon as possible.
