Pre-consultation
Do you have a building plan, want to develop land or plan to use a site or building differently? If so, you may need to apply for an environmental permit for certain activities. One option in that case is to request preliminary consultations first. We will then assess the plan and give advice on its completeness, feasibility and the legal procedure to be followed.
Important text: Please note that requesting preliminary consultations costs money. It is intended for plans where a certain direction is already known and where there are already documents that we can assess. If you only want to ask a preliminary question, ask it first in the form of an information request. Please use our regular contact options for this purpose.
When to request preliminary consultations
By requesting preliminary consultations, you can get an estimate of the feasibility of your plan. You pay a fee for this, but are not yet bound by the requirements, deadlines and full costs of an official permit procedure. What exactly we assess during a preliminary consultation differs per plan and per application. This may include whether the plan fits within the rules and policy standards, whether the documents are complete and whether we consider the plan to be feasible. The outcome may lead to more certainty about the continuation of the plan.
The outcome of the preliminary consultation
The outcome of the preliminary consultation takes the form of an advice. This is a (usually official) assessment of whether the plan is feasible and under what conditions, but can also be a justification of why we think the submitted plan cannot be implemented. In both cases, you can decide whether to officially apply for the plan, adjust it first, or (partially) abandon it.

Cost
For handling the preliminary consultation, the municipality charges money (fees). The amount depends on the characteristics of the plan, see the applicable fee regulations. For environmental plan activities, however, the costs of the preliminary consultation can be deducted for the costs of a permit procedure, provided that the application corresponds to the data and results of the preliminary consultation.
